The NT Energy Program Manager is responsible for program management of utility and energy projects focusing on infrastructure deployment and energy strategies. A Project Implementation Framework (PIF) will be utilized to achieve the programs strategic objectives and benefits.
The NT Energy Program Manager works independently or in collaboration with staff and the Director, NT Energy. The NT Energy Program Manager will play a key role in developing business cases and scenarios for potential energy customers. The NT Energy Program Manager maintains excellent communication and fosters a positive working relationship with NT Energy’s stakeholders, the GNWT and NTPC.
Responsibilities:
- Manage annual capital budgets in excess of $10m.
- Manage projects using the PIF to achieve the programs strategic objectives and benefits. The PIF includes but is not limited to:
- option identification
- project initiation and entrance into the budget and portfolio
- project stage gating – concept/scoping/pre-feasibility/feasibility/detailed design * construction
- option refinement and selection
- detail design and construction readiness
- construction
- commissioning
- handover and project
- Working with sponsors helps develop authorization for expenditure (AFE). Executes the program with effective communication to sponsors, senior leadership and the projects team.
- Ensure the project budgets are developed and managed in accordance with the project execution plans.
- Responsible for Project and Program Risk Management – Identification, Managing and Mitigation of Project risks including maintenance of Risk Registers.
- Review and approve project charters and project plans.
- Working with the Director, NT Energy support the assessment of individual project business cases and identify concerns and opportunities.
- Develops or helps develop business cases and financial modelling scenarios for potential energy customers. This requires working collaboratively with employees from the Northwest Territories Power Corporation.
- Working with the Director, NT Energy, other Senior Leadership and the GNWT to explore business and energy opportunities that support economic development and new business lines focused on clean and efficient energy sources and utilization.
- Liaison with the with the Government of the Northwest Territories (GNWT) on projects lead by NT Energy. Maintains excellent communication and fosters a positive working relationship with NT Energy’s stakeholders, the GNWT and NTPC.
- Prepare or participate in the preparation of discussion papers, briefing notes and presentations on corporate performance and project updates for Senior Leadership, the Board of Directors and the Minister. This includes developing presentations and reports to external stakeholders such as media, community councils, elected officials, government agencies or professional associations.
- Plays a key role preparing and reviewing the NT Energy annual operating and capital budgets for Senior Leadership and Board of Director Approval. This includes preparing briefing notes, presentations, and analysis.
- Represents NT Energy in meetings with the GNWT, NTPC and other stakeholders.
Qualifications:
- Relevant engineering degree with a minimum of ten years’ experience in project management with major capital programs in excess of $10m annual spend.
- 5 years of direct management experience.
- Eligibility to register as P. Eng. in NAPEG.
- Experience in the execution of electric utility and energy related projects.
- Knowledge of administrative and financial planning procedures to manage capital projects and to provide advice and recommendations regarding project budgets.
- Analytical skills to apply technical and financial performance indicators and criteria for management of capital projects.
- Strong interpersonal, coaching and team building skills. Proven oral and written communication skills to both supervise staff and collaborate effectively with finance, operations, engineering and project team members in setting and accomplishing work objectives. and in maintaining effective working relationships with head office and regional staff, community and government representatives and major customers.
Salary for this position ranges from $69.05/hr.-$86.31/hr. We offer a comprehensive benefits package which includes health and dental benefits, disability insurance, life insurance and paid sick days.
