Infrastructure Resilience Professional (IRP) Credentialling Program
The IRP Program has been designed to help infrastructure practitioners strengthen the knowledge and competencies they require to advance more climate-resilient approaches for the planning, design and management of infrastructure. Engineers Canada – the umbrella organization for the 12 regional Canadian regulators of the engineering profession – launched the Program in 2016 as a series of courses for engineers on the PIEVC Protocol, asset management, risk management, and climate change law.
These online courses will be of interest to engineers and other professionals who are involved in the planning, procurement, design, operation, maintenance, management and regulation of infrastructure and who need to consider the changing climate in carrying out these activities.
CRI assumed responsibility for the Program in July 2020 and began offering the courses in November 2020.
Two new courses are under development, one on climate science for engineers and one on climate-smart policy and procurement.
To obtain the IRP credential, engineers must successfully complete six courses: Climate Change and Infrastructure Risk Assessment – the PIEVC Protocol, Engineering Risk Management, Asset Management and Climate Resiliency, Climate Law for Infrastructure Practitioners, Applied Climate Science for Infrastructure Practitioners, and Climate-Smart Policy and Procurement. Asset Management and Climate Resiliency
Asset management is a pragmatic and necessary process for implementing climate action and building community resilience in the face of climate change. Asset management involves balancing costs, levels of service, and risks across different infrastructure types (including natural assets) and life cycle phases. It is an iterative process that fosters a holistic understanding of complex systems and service requirements. When used effectively, asset management allows timely interventions (“doing the right thing, to the right asset, at the right time”) and makes systems and the services they provide to the public more resilient, sustainable, and affordable.
This online course introduces the fundamentals of asset management so that learners can identify the benefits and challenges of infrastructure asset management and link this to their own practice, including land use planning, operations and maintenance, finance, and risk management. The course provides an understanding of how climate can impact assets and services, and how the asset management process can be used to effectively implement climate action to build resilience.
Engineering Risk Management
This online course addresses the societal importance of risk-based decision making, introduces a diverse set of risk management frameworks, and reviews main principles and definitions underlying risk and, more specifically, public risk management. The course then reviews core analytical tools used in risk assessment; explores trade-offs in choices among risk assessment methods; and addresses common human errors in reasoning about probability and risk. Using a climate change and flooding case study example, the course works through all key stages of risk assessment and management. It concludes with a full module on risk communication principles and practice.
Climate Law for Infrastructure Practitioners
This online course will provide an overview of legal frameworks aimed at mitigating and adapting to climate change and discuss existing and emerging legal obligations relevant to infrastructure professionals at the provincial, federal and international level. It will hone in on the roles and responsibilities of infrastructure professionals and how they can adapt their practices to incorporate climate change and reduce exposure to potential negligence lawsuits, and explore corporate issues relating to climate change, including risk disclosure requirements, asset management and director and officer obligations, as infrastructure professionals have a role in managing these risks and assisting clients to improve climate risk disclosure. Climate Change and Infrastructure Risk Assessment – the PIEVC Protocol

This online course provides participants with information about, and practice with the PIEVC Protocol, a practical tool and process that supports the systematic assessment of the risks of extreme weather and future climate in relation to public infrastructure. Developed in partnership with Natural Resources Canada, the Protocol is a structured procedure using standard risk assessment processes to assess and fully document the vulnerability of infrastructure to the impacts of current and future climate at a screening level, and related risks. Rules for Obtaining and Maintaining the IRP Credential
Obtaining your IRP credential requires:
- You are already a licensed professional engineer (P.Eng);
- You successfully complete the six IRP courses within a three-year time period.
- You can demonstrate you have led or substantively contributed 320 total hours as a P.Eng on climate change and infrastructure projects, on at least two (2) distinct projects.
- Note: IRP courses taken by an engineer while still an EIT may be counted toward the IRP credential. However, the credential itself will be granted only once the EIT has become a P.Eng and has met, as a P.Eng, the projects requirement stipulated above.
Maintaining your IRP credential requires:
- You remain up-to-date with your IRP membership ($75 renewal each year);
- You provide, every second year upon membership renewal, proof of continuing professional development related to climate change and infrastructure resiliency.
The IRP credential is outside of, and in addition to, professional engineering licensure.
Benefits of the IRP
The “IRP” enhances confidence that the infrastructure engineer has the knowledge to:
- use requisite tools to assess future climate impacts;
- apply a systems approach to threats on infrastructure services, to maintain their safe operations; and,
- reduce risk to the public resulting from a changing climate.
The “IRP” may help the infrastructure engineer:
- acquire and maintain additional competencies to increase their marketability and make them better multi-discipline team leaders; and,
- reduce their professional and legal exposure.
